Courtesy hold doesn't necessarily mean he is snitching. They do stuff like that sometimes in order to make someones life so miserable that they do snitch. They call it "diesel therapy". They just move you around from prison to prison. Makes it difficult to see your family or lawyers.

They are definitely going to be fucking with this kid every way they possibly can just because. Why wouldn't they? The police are really the victims in this. It's not like he was an actual criminal mastermind, he just found a loophole where he could waste tens of thousands of dollars at a time and trick the police into doing his bidding. His most legitimately serious crime is repeatedly making The Man look ridiculous.
