So you're interpreting "for yourself" as "for your own use and not for God's purpose." That's reading more into the text than what's there. "For yourself" could simply mean "in your possession." Deuteronomy later expands on the rationale for proscribing idols:
Deuteronomy 4:15
Therefore watch yourselves very carefully. Since you saw no form on the day that the Lord spoke to you at Horeb out of the midst of the fire, 16 beware lest you act corruptly by making a carved image for yourselves, in the form of any figure, the likeness of male or female, 17 the likeness of any animal that is on the earth, the likeness of any winged bird that flies in the air, 18 the likeness of anything that creeps on the ground, the likeness of any fish that is in the water under the earth.
Here it's explained that since God revealed no form or likeness to Moses, no likeness should be made in his stead.
Of course, you're right that images were later commissioned by God (the cherubim on Ark, the twelve bulls built for Solomon's Temple, etc) but that's what makes the Bible inconsistent in its pronouncements. The Ark itself was often worshipped by the Israelites much like an idol would be despite what the commandments warn against.
