He’s a total jackoff. All he knows is that you go short to make money off the decrease. He doesn’t understand that’s it’s basically a loan with interest payments and collateral.
Shorting is so insanely risky and expensive that normal people just use puts. He doesn’t even have a bank account so he doesn’t even realize the nonsense he’s talking about.

EVs were to fake out the Chinese into dumping their resources into a technology that is not feasible. It's over. They took the bait so why the fuck would we continue to give anyone tax breaks for choosing an inefficient mode of transportation that is objectively worse for the environment than reusing a viable ICE car.
If you look into it one of the things that bankrupted the Soviet Union was the Duga and Duga II Radar systems, which didn't work and ultimately blew up the entire system by 89. Another is the positioning of the arms race in a way such that engaging would only benefit the Western MIC while bankrupting the Soviet MIC. This is that but for China.
