The battered woman's shelter is used to filing restraining orders against violent, abusive ex-boyfriends or husbands. They probably assigned someone to this case who quickly figured out Rick is an internet lolcow and zero damages have occurred, just submitted a shitty rough draft and got back to helping actual abused victims.
