That is one broke ass fence. Where are the posts? I only see maybe one on the left. They look like 2"x2"x6's or some weak spindly shit. If he had some decent 4"x4"x8's in there, fixing that shit would take a half hour. Just pull the old panels down and replace.
As it looks now, he's going to have to remove all of that poverty shit, tiny ass posts included, and cement in some new ones. It's still a really easy job because his yard is so small, maybe five posts and four panels. But he's so lazy and dumb that he'll hire someone else to do it.
