It's tax credit for businesses. Sirius makes a deal with a local college to send them students that they are supposed to train and the government gives them free money. Technically interns aren't supposed to do the same work that regulars employees do, but no one enforces that.

So in typical O&A fashion they used the intern program in the most insane possible ways. Having them brush their teeth with dogshit, pick up shit out of a toilet, kicking them in the balls, giving them tons of air time, giving them their own shows, having 'interns' like Pat Duffy or Lady Di that were not even enrolled in college.

The girl ended up settling and dropping out of the suit. But intern Matt Goldberg for O&A (surprise a jew) sued and won a few grand for each intern. But he nearly lost them the class action suit because his internship got him regular airtime which was not 'useless unpaid labor' but a dream internship for most where you get to be on air broadcasting to millions and learning the ropes.
